RAM and SSD utilization are trivial it's like the game is caught in a death loop trying to get the CPU to bail it out and eventually it does. I do not have a HDD so fragmentation is not a real issue my trusty old SATA SSD runs everything like a champ. My Windows is not corrupted since that's not really a real thing unless you're doing some seriously shady stuff. I've checked the game files via Steam multiple times there are no issues. Disk activity is absolutely minimal while it's stuck booting the game. No, it's got nothing to do with programs running from boot I know how that works. Sure, I have plenty of background programs running normally but that doesn't affect things since this happens after a fresh boot with all other tasks closed. My PC is not a monster, but there's no issue playing other games nor other tasks. Again, every once in awhile the game will load near instantly.

Also, try turning off as many background programs as possible (look in the bottom right by your system clock and you'll see just about everything that's running in the back).ĬPU being pinned is fine the fact that it's pinned for 5+ minutes on a black screen is not normal. Just need more information like what Windows you're using. Possibly corruption in the game files as well.

My first thoughts are you have Windows corruption and/or a very fragmented hard drive. If it's everything there's more likely a hardware issue, but still some things that can be done before jumping to a 'full reformat'. If it's just this game in particular that's having issues there are certain things that can be done. The bigger question here is your disk activity.
